In a large skillet, cook ground beef, onion, garlic, cumin, chili powder, salt, and pepper over medium heat until beef is cooked through and onion is soft.
Grease a 9x13 inch baking dish.
Spread 1/2 cup of enchilada sauce on the bottom of the dish.
Warm each tortilla in a dry skillet over medium heat for about 30 seconds on each side.
Fill each tortilla with some of the beef mixture, shredded cheese, and a tablespoon of enchilada sauce.
Roll each burrito up and place in the baking dish.
Pour the remaining enchilada sauce over the burritos.
Top with remaining shredded cheese.
Bake for 25-30 minutes, until cheese is melted and bubbly.
Serve with sour cream, if desired.
